We examine the opportunities to fully understand the cost and pricing assumptions (Contract Type, etc.). We would base the pricing approach on what would be most effective given the opportunities requirements. We also provide real-time scenarios to hedge against all possibilities.
I have managed several types of government contracts:
- Large competitive bids (submitting proposals to win new work from other firms)
- Task Orders (these are like mini contracts within a larger program where a buyer can purchase w/o a whole new contract)
- IDIQs (Indefinite Delivery/Indefinite Quantity) similar to Task Orders, these are for on-call like services over a period of time.
- Change Proposals (modification to proposal submitted)
From our end: Conduct compliance check to ensure all of the cost and pricing assumptions in the proposal request are addressed.
Beyond our check are typically color team reviews from the team. This depends on the size of the team.
o Blue Team: Lay foundation for winning the proposal
o Pink Team: Weaves the narrative
o Red Team: Fresh eyes/independent evaluation**
o Green Team: Additional review and refinement
o White Team: Final review before submission
We generally conduct pricing scenarios to offer the best case and worst-case projections so the stakeholder is aware of all possibilities.
1.Try to learn everything I can about the project and mission.
2. Think on prior similar projects/data.
3 We break down the costs into categories (labor, travel, etc.) and assign a budget to each.
4. We use that to create a detailed spending plan for the project
5. We also create forecast scenarios (Best/Worst/Realistic)
6. We track spending on a regular set interval to examine variances.
What I look at in terms of KBI to measured performance include:
Obligation and Expense Ratios: These are the $$ that is put on contract and spent against the total budget. I compare this % against a target rate that increased month after month.
Example
By mid-year (in Federal contracting this is March) my target would be 50%, thus I would look at actual costs % against this target.
